Nebraska lacks an in-state facility capable of treating individuals who have:

• Serve primarily youth with psychiatric needs
• Exclude moderate–severe IDD and complex forensic
involvement
• Commonly do not accept IQ scores under 80
• Emphasize short-term stabilization, not long-term skill
building or safety planning

• Serve individuals with developmental disabilities
needing habilitation
• Exclude severe psychiatric disorders and high-risk
behaviors
• Require IQ under 70 and assume developmental—not
psychiatric—drivers
• Not designed for dual-diagnosis, violent, or sexually
harmful profiles
